Currently the defender receives protection as a result of prior war participation allowing for the following; ride protection to farm war resources for the next war, drop protection to be declared or declare at their discretion. This promotes war and still allows an alliance full discretion to strategize fairly.
Changes to the starting war time after declare by the defending alliance will discourage declaring alltogether if you intend this game to continue requiring players to collaborate. *One of the biggest advantages one alliance has over another is its ability to work together.* Having a pair of the 15 kingdoms actively warring because work/school/RL has everyone else occupied is not enough even if they are able to summon new units to those not present or revive their champ remotely.
This brings up another topic, resources, without which war can not take place and why many currently have to farm or even resort to alts to creatively deal with resource shortages, which hinder war in a war game. I look forward to how you address that topic. But, I digress...
Without seeing how start time is set to work if it were changed by defenders, I am opposed and request that it remain as is. Only through war can an alliance have protection that fairly grants strategic discretion for the next war at a time best suited for that collaborative alliance.
